What is the difference between a full bathroom and a bathroom with a toilet?

Im looking for a hotel in Japan and i came across a package that I really like. The package has two parts with different prices. One is with a full bathroom, the other is with a bathroom with a toilet. The ‘bathroom with a toilet’ package is more expensive than the full bathroom. Does anyone know the difference and why?
crazi3 c: but why is the ‘bathroom with a toilet’ more expensive? Shouldn’t the full bathroom be more expensive?

    perhaps a full bathroom means everything including the toilet is in the same room whereas a bathroom with a toilet could imply that the bathroom and toilet are in separate rooms
